What the Critical Minerals List Actually Changes

Statistics Canada hangs a footnote on individual product lines in its annual mineral table, and the footnote says that the product is a critical mineral. Gold does not carry it. Neither do silver, iron, lead or diamonds. Potash carries it in both of the forms the table publishes, and so does graphite.

That is a policy category arriving where categories have consequences, inside a product classification, and the first thing it does there is cut the Canadian mineral record in a place nobody would cut it for any other purpose.

The flag lands on a product, not on a mineral

Read the flags closely and a pattern turns up that is easy to miss and hard to unsee afterwards. The table carries lithium twice, once as recoverable lithium and once as lithium concentrates, and only the first of the pair is marked. Palladium behaves the same way: the recoverable line is marked and the concentrates line is not.

Two elements, two processing forms each, and in both cases the mark lands on one form and skips the other. Whatever rule produced that is not a rule about elements. It is a rule about product lines, and those lines exist because a survey collects them, which is a decision taken for reasons that long predate anybody's mineral policy.

The consequence falls on whoever builds a total. Pull the marked rows out of that table and a number comes back. Pull the same subject out by element and a different number comes back. Neither is a mistake and neither is a check on the other, which is exactly the trap this desk keeps running into with two federal series that look comparable.

The table marks the members and publishes no total for them

There is a second thing missing from that classification, and it is the thing anybody reaching for a number would want first.

The product dimension is a hierarchy. Marked lines such as recoverable nickel and recoverable uranium sit underneath a parent for recoverable metals, and graphite and the two potash members sit underneath a parent for non-metals. Neither parent is marked, and no member anywhere in the list is a subtotal of the marked rows. The footnote identifies the pieces and the table publishes no assembly of them.

Which means every critical minerals total taken from this source is somebody's own arithmetic performed on a selection they made, not a figure the publisher stands behind. That distinction survives being restated: a sum of published cells is not a published sum, and the difference shows up the moment two people select differently, which the lithium and palladium split above guarantees they will.

The other federal number is built on a trade code

Natural Resources Canada reports an economic contribution for critical minerals, and the footnote under that report is the most useful sentence in the document.

The group being counted holds only those minerals identifiable within the Harmonized Commodity Description and Coding System. Some are left out, partly or entirely, because the classification files them in a grouping that also contains minerals nobody calls critical, and the department names helium, silicon metal, high purity iron and lithium as its examples. Only the first three stages are inside the count: ores and concentrates, smelted and refined output, and semi-fabricated shapes such as wire, sheet and tube.

So lithium is out of the departmental aggregate, at least in part, on a classification ground. The same lithium is marked as critical, in one of its two product forms, inside the federal production table. The lithium page already works through how thin the Canadian lithium record is, and this is a second and separate reason to handle it carefully.

Neither publisher has done anything wrong. Each is counting through a classification built for another job, one for trade and one for production, and the same label rides on both while selecting different material.

Both of the biggest lines, on opposite sides

On the department's own measure for the year, gold stood at 26 percent of the value of production (2024, Natural Resources Canada), and it wears no critical minerals mark in the production table at all. Potash, marked in both of the forms that table publishes, stood at 13 percent of the value of production (2024, Natural Resources Canada).

Set those two beside each other and a common construction stops working. An aggregate labelled critical minerals is not a stand in for the mining industry, is not a stand in for the largest part of it, and will move for reasons that have nothing to do with the sector's biggest earner. Gold and potash are the two heaviest entries in this desk's commodity index, and a category nobody designed to divide them now does.

Where the phrase does not appear at all

The cache behind this desk holds 17 statutes and regulations, running from the two federal instruments that govern assessment down to the mining Act of every province that has one. The words critical mineral occur in none of them.

That is a negative worth stating because of what people expect it to be doing. Designation opens no permitting route and closes none. It sets no capacity at which a project is caught, which is the job the permitting page describes and which belongs entirely to a regulation last touched before any of this. It confers no tenure and gates no production. Nothing in the twelve jurisdiction records underneath the mining section turns on whether a mineral is designated.

Everything the phrase does, on the evidence in this cache, it does through classification and administration rather than through law.

The effect that shows up in a retrieved document

One consequence of designation is checkable here, and it is organisational rather than geological.

The mining portfolio in British Columbia sits with a Ministry of Mining and Critical Minerals, and the ministry's own page describes a Critical Minerals Office standing behind projects across the value chain. The British Columbia page takes that ministry name off the page rather than off a web address, and explains there why the distinction matters in that province. Ontario's energy and mines department leads its mining material with critical minerals items. The Saskatchewan ministry page carries a notice welcoming a collaborative critical minerals strategy covering the west and the north.

A renamed department is a budget line, a deputy minister, an office with a mandate and a set of files behind a door. It is slower to unwind than a strategy paper and faster to observe than a mine. On the evidence in this cache, that is the work the designation has actually done.

The list itself is not here

No document in this desk's holdings is the federal critical minerals list. Nothing on this site states which minerals are on it, when it was last revised, or what has to be true of a mineral for an entry to be added, and no sentence anywhere here should be read as reporting any of that.

What is cached is the shadow the list throws across other papers. A footnote inside a statistical product classification. A qualified aggregate in a departmental report. Three provincial estates that have reorganised around the phrase. Those are traces, and a trace is evidence that something passed rather than a description of what passed.

Two documents would close the gap, and neither is hard to obtain. The list as the department publishes it, saved with its date, would let a page say what is on it. The commodity level table the department cites underneath its contribution figure would let a page say what the aggregate actually contains, which is the question the footnote raises and leaves open.

The narrow version of the finding survives without either of them, and it is worth having on its own terms. Designation has moved names, offices and column footnotes, all of which are real things that cost money and take time to reverse. Whether it has moved a tonne of rock is a question no paper in this cache can reach, and our coverage of Canadian industry would rather leave it open than write the confident sentence the subject invites.
