How Saskatchewan Potash Reaches Tidewater
Value of shipments is one of four variables in the annual mineral survey, and it is the only one this desk has taken. The other three count things instead of pricing them: how much came out, how much went out, and how much was still standing at the operation when the year closed. Those three are the ones a question about moving the material would be answered from.
That is worth sitting with before anything is said about rails or berths, because it means the gap between what is published and what is known here is not a gap in the national statistical system. It is a gap in what has been fetched.
The three variables that see a constraint
A shipping problem leaves a signature in a production survey, and reading it needs no port statistic at all. Output holds steady, shipments drop below it, and the difference piles up at the operation. All three of those quantities are collected by the same survey that yields the money line, each as a variable in its own right. The Ontario page sets out the same four variable structure for a different purpose, being the impossibility of reconciling this table with the other federal series.
There is a caveat on that variable and it happens to cut the right way here. The survey does not collect closing inventories for recoverable metals. Potash is not a metal, so the exclusion misses it, and inventories are in principle available for the one commodity in the commodity index whose logistics are most often described as its defining constraint.
So the honest statement of what is missing is unusually precise. It is not a document nobody publishes. It is three variables in a table this site already cites on every mining page, for one product, in the jurisdiction that is the whole of the national line.
The other federal instrument sees the route only while it is being built
There is a second federal record that touches this corridor, and it is a regulation rather than a survey.
The same federal Schedule that catches a mine at a stated capacity, and that the permitting page works through item by item, also lists a run of freight assets. A new railway line able to carry freight, where the project needs more than a stated length of new right of way. A new railway yard above a stated area. An enlargement of an existing yard, where the increase passes a stated proportion and the result passes a stated area. A new marine terminal designed for ships above a stated deadweight, and an enlargement of an existing terminal that needs a new berth built to handle ships of that class.
Every one of those triggers is a construction event. The Schedule notices the corridor at the moment somebody proposes to enlarge it and stops noticing it the moment the thing is running.
Which leaves two federal instruments touching the same potash, neither of them watching a movement. One records a sale as the material leaves an establishment. The other records a proposal to build. The route between them is not unmeasured because it is uninteresting. It falls between the two things the federal record was designed to catch.
Potash in this table is a narrower thing than the word
The product list underneath the national line is worth reading before the line is used for anything. The table publishes potash as muriate of potash, with potassium oxide inside the same member, and it publishes potassium sulphate separately as its own non-metal without calling it potash at all.
So the figure that the Saskatchewan page shows as the whole of the country's potash is the whole of one product definition. A shipping question framed around fertiliser potassium is asking about a set the table does not group, and a reader who assumes the two coincide has made an assumption the source does not support anywhere.
Both of the potash members carry the survey's critical mineral footnote, which is a second reason the definition is worth pinning down: an aggregate assembled from the marked rows will contain the muriate and not the sulphate, on a product boundary drawn long before anyone marked anything.
Why no threshold value appears above
None of the thresholds above appears here as a number, and the omission is deliberate rather than coy. Each is a legal quantity carrying a date and a publisher, and a number gets onto a page here only by way of a stored record identifying the paper it was read off. The rail, yard and terminal thresholds have no such record yet, so they are described and not stated. The mine and mill thresholds do have records and they render, with a citation, on the permitting page.
New right of way is a shape test rather than a size one
The rail trigger turns on new right of way, and the Regulations define that term rather than leaving it to ordinary usage. Land counts as new right of way only if it is not alongside and contiguous to land already developed for a transmission line, an oil and gas pipeline, a railway line or an all-season public highway.
Follow that through and the trigger becomes sensitive to the geometry of a project rather than to its capacity. Track laid beside an existing line accumulates less of the measured quantity than the same distance of track laid across ground that carries nothing, even where the two would move identical tonnage. A corridor that grows by thickening is treated differently from one that grows by reaching.
The berth is already inside the mine's statute
One more connection sits in the same body of law and is easy to walk past. Schedule 1 to the Impact Assessment Act lists the federal authorities, and its first entry is a port authority as defined in the Canada Marine Act.
That matters because of what the Act then does to a federal authority. Section 8 shuts off any other statutory power such a body holds that would let a designated project proceed, and shuts off its money as well. A port authority sits inside that prohibition by name.
So the pit in Saskatchewan and the berth on a coast are already inside a single federal instrument, several dozen pages apart. They are not inside a single statistical account, and nothing in this build joins them.
What would settle it, and in what order
Three things, cheapest first.
The three unfetched variables from the annual table, for potash, by jurisdiction and by year, saved as a document. That alone would show whether output and shipments diverge and whether stock builds, which is most of a shipping story told from the production end.
A throughput statement from whoever operates the terminal, in mass over a named period, published by the operator rather than described by somebody quoting it.
And the registry postings for any rail or terminal project that has passed one of the Schedule triggers, which would at least date the changes to the corridor even where they say nothing about its use.
The potash page sets out what the money line does and does not measure, and the Saskatchewan page works through the concentration underneath it. Neither will be extended with a route description assembled from memory, and neither will the transport section, which states the same rule for the desk as a whole. The position this leaves this publication in is a strange one and it is the actual finding: a corridor whose construction can be dated from the statute book, and whose use cannot be described at all.
